California Greenlights First-Ever Replacement Tire Efficiency Program

California Greenlights First-Ever Replacement Tire Efficiency Program

California has officially approved its Replacement Tire Efficiency Program, making it the first state in the U.S. to regulate aftermarket replacement tires. The program, run by the California Energy Commission, is set to begin its first phase in 2029, with stricter rules following in 2033.

The final rules were revised after a public comment period, notably adding exemptions for high-performance competition tires, off-road tires, and all-season winter performance tires. The program drew both support and opposition. Michelin and Bridgestone backed it while urging a balance between safety and efficiency, while Dunlop cautioned that California should evaluate the full consequences of the requirements and avoid harming consumers, choice, competition, or trade.

The Specialty Equipment Market Association (SEMA) remained opposed, citing unresolved concerns about tire affordability, consumer choice, and impacts on small businesses, though it acknowledged the final proposal was "significantly improved" from the original.

The California Energy Commission approved the standards unanimously. Regulators estimate the program will save drivers nearly $1 billion cumulatively and cut CO2 emissions by 2 million metric tons per year once fully implemented.
